Mike Angelini
Executive Director & Board Member
Michael P. Angelini is a visionary civic leader, legal strategist, and institution-builder with a career defined by principled leadership and measurable impact. As CEO of the Foundation, he brings decades of experience guiding complex organizations in governance, finance, and public service, uniquely positioning him to advance transformative work in health and education.

A senior partner at Prince Lobel Tye LLP, Mike earned a reputation as a trusted advisor to businesses, nonprofits, and public entities, known for his integrity and strategic judgment. He has chaired the Worcester Redevelopment Authority, the Massachusetts Port Authority, and The Hanover Insurance Group, shaping economic, civic, and organizational landscapes.

Mike is committed to expanding access to healthcare, advancing education, and deploying philanthropic resources with accountability and vision. He holds a Juris Doctor from Duke University School of Law and a Bachelor’s from Wesleyan University.


Jane Akien
Board Member
Jane H. Aiken is a nationally respected leader in legal education, nonprofit governance, and institutional leadership, with more than three decades of experience advancing academic excellence, equity, and public-interest missions. She is Professor Emerita at Georgetown University Law Center, where she held numerous senior leadership roles, including Vice Dean, Associate Dean, Acting Chief Operating Officer, and Chair of the President’s Gender Equity Task Force. From 2019 to 2022, she served as Dean of Wake Forest University School of Law, where she led record-setting fundraising efforts, significantly improved national rankings, expanded clinical and interdisciplinary programs, and strengthened faculty diversity and engagement.

Professor Aiken currently serves on multiple boards, including Charleston School of Law and other nonprofit and media organizations, and has extensive experience advising educational and public-service institutions internationally. A former Fulbright Scholar and member of the American Law Institute, she is widely recognized for her strategic leadership, commitment to justice, and ability to guide mission-driven organizations through growth and transformation.
Bill Boulding
Board Member
William Boulding is the J.B. Fuqua Professor of Business Administration at Duke University and former Dean of the Fuqua School of Business. He is a globally recognized leader in management education, having chaired the Graduate Management Admission Council (GMAC®), served on the World Economic Forum’s Council on Values, and previously chaired the Board of Duke Corporate Education.

Dr. Boulding’s research and public engagement focus on leadership, strategy, and the intersection of management and health care, emphasizing patient experience, organizational accountability, and high-quality outcomes. He has advised corporations, health systems, and public institutions, including IBM, Eli Lilly, Ford, and Blue Cross Blue Shield. He has also been invited by the White House and the New York Federal Reserve to contribute to initiatives advancing equity, trust, and leadership in organizations.

A highly regarded educator and mentor, Dr. Boulding is committed to fostering ethical, values-driven leadership and long-term social impact across sectors.


Steve Harris
Chairman of the Board
H. Stephen Harris, Jr. is a globally recognized antitrust and competition law attorney based in Washington, D.C., with extensive experience representing leading multinational and technology companies in high-stakes investigations and litigation before U.S. and international competition authorities. His practice spans complex antitrust litigation, cartel defense, merger control filings, and administrative proceedings before courts and government agencies worldwide.

Steve has particular depth advising clients from China, Korea, Japan, and Taiwan, and has led matters involving global cartel investigations, multi-jurisdictional leniency applications, and enforcement actions by foreign regulators. His representative work includes defending a major multinational company in cartel investigations and related class actions across multiple countries and representing a leading U.S.
telecommunications company in antitrust investigations conducted by China’s National Development and Reform Commission.

A leading authority on international competition law, Steve is the author of Antimonopoly Law and Practice in China (Oxford University Press) and has been consistently recognized by Chambers USA, Who’s Who Legal, and The Best Lawyers in America. He earned his A.B. from Cornell University and his J.D. from Columbia Law School.
Joe Zhou
President
Xiongwei “Joe” Zhou is a seasoned technology investor, executive, and philanthropist with extensive international experience. He currently serves as President of a health and education charitable foundation, leveraging his expertise to advance innovation, healthcare, and education initiatives.
Mr. Zhou is the former Managing Director of Eastern Link Capital and founder of the Boston Angel Club (BAC), where he has invested in multiple biotechnology and health-related startups and facilitated cross-border investments.
He previously held leadership and technical roles at Delta Search Labs, Kasenna Inc., Silicon Graphics Inc., and Yokogawa Electric Corporation. He holds an MBA from MIT Sloan Fellows Program, a Master’s in Mechanical Engineering from Iowa State University, and a Bachelor’s in Precision Engineering from Tianjin University, China.
